The phrase above were what Cao Cao used in the description of his strategy which he used to divide his foes Ma Chao and Han Sui, in the end inducing the latter to join his cause against the former.
In present times, the phrase means we must act before it's too late. It doesn't really take a genius to figure this out though. Just thought of putting up this quote here for memory's sake.
